1938年，蒋匪不顾淮河两岸人民的死活，扒开了黄河花园口大堤，河水像猛兽一样冲进了淮河，淹没了无数村庄和田野。十岁的高黑子跟着爸爸逃荒要饭，过着饥寒交迫的生活，一天，他结识了一样过着苦命生活的葵花，并成为了要好的朋友。一晃十年，黑子长大成人了。在地主家当婢女的葵花一天跑来告诉黑子，地主熊之万要把向穷人搜刮去的粮食运到镇上卖掉。黑子立即带领大家到河边去抢夺粮食，黑子受伤被俘了，在押送途中他逃跑了，从此流落他乡打工度日。解放后，黑子回到家乡，并当上了村长。为了使淮河人民过好日子，黑子响应号召带领民工队参加治淮工程。熊太却在暗中破坏，并使葵花不幸受伤。黑子连夜抢修，在去材料站的途中，熊太保企图杀死黑子，破坏大坝合拢。丁喜儿及时将这一阴谋报告了公安，这伙潜伏特务全部被逮捕。大坝修好，洪水被制，淮上人家过上了欢乐幸福的生活。。The subtitle of Jean-Marie Straub and Danièle Huillet’s first feature, from 1965, “Only Violence Helps Where Violence Reigns,” suggests the fierce political program evoked by their rigorous aesthetic. The pretext of the film, set in Cologne, is Heinrich Böll’s novel “Billiards at Half Past Nine,” which they strip down to a handful of stark events and film with a confrontational angularity akin to Bartók’s music that adorns the soundtrack. The subtlest of cues accompany the story’s complex flashbacks. The middle-aged Robert Fähmel tells a young hotel bellhop of persecutions under the Third Reich| his elderly father, Heinrich, an architect famed for a local abbey, recalls the militarism of the First World War, when his wife, Johanna, incurred trouble for insulting the Kaiser. A third-generation Fähmel is considering architecture, just as the exiled brother of Robert’s late wife, returns, only to be met by their former torturer, now a West German official taking part in a celebratory parade of war veterans. Straub and Huillet make the layers of history live in the present tense, which they judge severely.
